PDC Employment Opportunity Land Study

Group Mackenzie worked with the Portland Development Commission during a span of two years to determine the range of redevelopment possibilities for 38 parcels in six geographical areas in Portland. The PDC and relevant property owners wanted to explore options for developing industrial and employment uses on the selected sites in accordance with urban renewal area and commercial/industrial district strategies. The intent was to examine why these lands were vacant and what steps could be taken to spur development. Group Mackenzie conducted site and code analysis and developed alternative conceptual redevelopment plans for each site. Site plans included office, mixed-use, waterfront, industrial, and business park uses. Group Mackenzie’s analyses were used to create the “Employment Opportunity Sites Portfolio." Since the conclusion of the study, many of the sites have been successfully developed.
